The Town of Brattleboro and SLR International Corporation (SLR) (the Project Team) have developed the Safe Streets & Stormwater Corridor Plan to identify opportunities for corridor enhancement along Canal Street (VT-5), from the Amtrak train station to Generous Street near the Exit 1 ramps for Interstate 91 (I-91). The Plan was initiated in Spring 2024 with a walking tour of the Canal Street Corridor by the Project Team, including town, regional, and State of Vermont staff, and SLR Project Leads.

Through the spring and summer of 2024, the Project Team collected spatial and quantitative data to understand and document the existing conditions in the study area. Community engagement was conducted throughout the study by means of two public meetings, targeted stakeholder meetings, and the development of a project StoryMap.

This Plan focuses on boosting active and multimodal transportation opportunities, enhancing community spaces, and improving water quality through improved stormwater management. The primary objectives of this Corridor Plan include:

• Planning a variety of improvements that will allow the corridor to safely support walking, biking, wheeling, and riding the bus; 

• Identifying opportunities to improve the quality of the public and commercial spaces along Canal Street; and

• Integrating best practices in stormwater management to address problem areas and improve water quality.

This Corridor Plan includes an existing conditions analysis to inform both transportation and land use assessments. This analysis considered existing infrastructure, traffic conditions, land use and zoning, economic development, streetscape, and stormwater conditions. Public outreach and community engagement supplemented the on-the-ground and desktop analysis of the corridor’s existing conditions, adding valuable local context and identifying issues and opportunities important to the corridor’s users. This information was utilized to develop streetscape, safety, and stormwater concepts and recommendations that will improve user’s experience and enhance the Canal Street Corridor.
