
State's Healthy Homes On-Site Program Accepting Pre-Qualification Submissions
The Vermont Department of Environmental Conservation (DEC) has announced $3.5 million of funding to support low- and moderate-income Vermont homeowners in repairing or replacing their failed or inadequate on-site water or wastewater systems. This is the fourth round of funding for the program.
Eligible homeowners may apply for this round of on-site funding by 3 p.m. on Wednesday, September 3, 2025.

With limited funding, DEC will select approximately 100 priority projects to receive funding based on income, environmental impact, household demographics, and severity of system failure. DEC anticipates issuing awards for priority projects in the winter of 2026. Awardees must complete their projects and spend the funding by September 2027.
Please note that the funding is competitive and limited. Submission of a pre-qualification form does not guarantee a homeowner will receive funding. Previous applicants need to submit a new response to be considered for this round of funding.
Eligibility
Homeowners can apply to receive funding to repair or replace a failed or inadequate on-site water or wastewater system.
To be eligible for funding, applicants must:
- Have an actively failed or inadequate on-site drinking water or wastewater system (also known as wells, springs, septic systems or tanks, leach fields, drywells, or cesspools), and
- Own and live on a residential property with either a single-family home or an owner-occupied, multi-family home with up to four units, and
- Earn a household income of less than $80,835 per year
Funding Information
- Awardees will receive 100% of the reasonable cost of design/permitting and construction up to $30,000. Within the $30,000 standard award amount, up to $5,000 is available for design and permitting costs and the remaining balance is available for construction costs.
- Limited funding is available for awardees whose projects cost more than the standard award amount of $30,000. To access additional funding above $30,000 the applicant must submit reasonable justification for the high-cost project and receive approval from the State.
- Payments will be made directly to the consultant(s) and/or contractor(s) who perform the work upon submission of invoice(s).
